Request for Quote: W912L7-24-Q-0671 AIR COMPRESSOR MAINTENANCE FOR THE TENNESSEE ARMY NATIONAL GUARD The Tennessee Army National Guard (TNARNG) Purchasing and Contracting Office for the United States Property and Fiscal Office (USPFO) TN located at 3041 Sidco Dr. Nashville, TN, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside using the North American Industry Classification System (NAICS) Code for this requirement is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $12.5 million.
This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2024-05, effective 22 May 2024. This is a Request for Quote for a Preventative Maintenance solution for seven (7) Air compressors and two (2) air dryers located at the Combined Support Maintenance Shop (CSMS) located at Building 200, 321 Weakly Lane, Smyrna, TN 37128. The contractor will perform inspections and preventative maintenance of these compressors and dryers bi-annually as defined in the Performance Work Statement (PWS).
The Government intends to award a base year plus four option years, Firm Fixed Priced Contract for this requirement. Requirement Summary The Tennessee Army National Guard’s Combined Support Maintenance Shop, (located in Smyrna, TN), has seven (7) air compressors and two (2) air dryers that require bi-annual maintenance services every 6 months from the initial service date, in accordance with the attached Performance Work Statement (PWS), to ensure that the equipment is performing efficiently and safely.
Requirement:
Service Materials/Handling: Contractor provides materials and handling equipment necessary to provide biannual maintenance services of seven (7) air compressors and two (2) air dryers.
Free On Board (FOB):
Destination Period of Performance (POP): The Period of Performance shall be One (1) Base Year of Twelve (12) months and Four (4) 12-month option years with performance beginning no later than 30 September 2024 in accordance with the attached PWS.

Instructions The provision at FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and is included in full text within this combined synopsis/solicitation. Quotes are due into this office no later than 31 July 2024 at 10:00 AM Central Standard Time. The question and answer period will be from 7-1-24 to 9:00 AM Central Standard Time on 7-26-24. If you have already submitted a question please resubmitt prior to the closing of the question and answer period.

When submitting a quote, vendor must include with their quote the following information: A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -Commercial Products and Commercial Services must be included Unique Entity Identifier Tax Identification Number CAGE Code Number Bi-Annual performance schedule to include date of initial service POC Information Evaluation Criteria: We will use Lowest Price Technically Acceptable (LPTA) to evaluate all offers.
Specific factors and subfactors include the technical acceptability in accordance with the Performance Work Statement (PWS), Past Performance and Price. Refer to the 52.212-2 Evaluation-Commercial Items ADDENDUM for details.
Contractor Responses: Contractors who respond to this solicitation must provide a price quote and a technical proposal describing how they will perform the tasks in the attached PWS. To be technically acceptable contractors must present a plan clearly demonstrating they will perform all of the tasks identified in section 5 of the Performance Work Statement and not show negative past performance in the Federal Award Performance and Integrity Information System (FAPIS) or the Contractor Performance Assessment Reporting System (CPARS). Quotes must be itemized to coincide with the table provided below.
