1. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is W912L6-24-R-6995 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated May 22, 2024. The FAC and FAR are available at https://www.acquisition.gov.
3. This solicitation is a Small Business Set-Aside with the North American Industry Classification System (NAICS) code 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing of 1,250 Employees and Product and Service Code (PSC) 1265, Fire Control Transmitting and Receiving Equipment, Except Airborne.
4. The Government will not reimburse any costs incurred or associated with in relation to the preparation of a proposal for this solicitation, W912L6-24-R-6995 5. It is the Government’s intent to award a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract for a Fire Department Radios for the Oklahoma Army National Guard (OKARNG).
6. Contract Line Item (CLIN): Line Item Description Quantity Unit of Issue See Attached 7. Contractor shall provide all the described equipment as stated in the Statement of Work (SOW). 8. Delivery and Acceptance will be FOB Destination, per the delivery location stated in the SOW. 9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision.
Provisions and Clauses are attached to include the technical evaluation criteria for award. 10. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov at the time the proposal is submitted and not in a “pending” status, as well as no exclusions.
11. Questions shall be submitted via email not later than September 17, 2024 by or before 1:00 p.m. CST to Candace OBrian at candace.i.obrian.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil . 12. Proposals shall be submitted via email not later than September 23, 2024 at 1:00 p.m. CST to Candace OBrian at candace.i.obrian.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil . It is the Offeror’s responsibility to ensure the proposal documents are received prior to the close date and time. No phone calls.
