This notice is being published in accordance with Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.101 that requires dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by RFO 12.201-1.

The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) – Coastal Hydraulics Laboratory (CHL) intends to issue a sole source firm fixed price purchase order to Thrustmaster of Texas, Inc. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested supply, which shall be considered by the agency before the intended award date.

Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice by the date and time listed above by sending an email to CHL-CT-QUOTES@usace.army.mil.

Background: ERDC-CHL has a requirement to procure a Thrustmaster ICON Automation Control System with the necessary hardware required to operate the vessel’s propulsion units simultaneously. The ICON Control System incorporates proprietary software, hardware interfaces, and control algorithms unique to Thrustmaster designs and is not available from any other manufacturer or third-party integrator. There are no distributors or resellers of the Trustmaster Automation System and therefore this acquisition will be solicited on a sole source basis to Thrustmaster of Texas.
