OCLC Software Renewal

The US Army Corps of Engineers Engineer Research and Development Center ERDC intends to issue an award to OCLC Inc located at 6565 Kilgour Place Dublin OH 43017 3395 on a sole source basis utilizing Simplified Acquisition Procedures as outlined in FAR Part 13. The requirement is for software for a fully integrated library platform. This software is proprietary to OCLC Inc and OCLC Inc is the sole source provider of these services.

The OCLC electronic titles include WorldShare Management System Subscription and EZproxy Hosted. The NAICS code for this requirement is 513120 with a size standard of 1000 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued however all responsible sources may submit a capability statement proposal or quotation which shall be considered by the agency.

The information submitted must be provided in sufficient detail to demonstrate the vendors ability to fulfill this requirement. The contractor must also provide a description of past experience in fulfilling requirements that are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Interested parties may submit information for consideration by the Government to Markia.D.Anderson@usace.army.mil. The notice number shall be included in the subject line of email submissions. Responses should be received by the date specified above.
