Notice of Intent to Sole Source NAICS Code: 541690 Other Scientific and Consulting Services, Size Standard $19 mil Product Service Code B506 Special Studies & Analysis Data (Other than Scientific) The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Coastal and Hydraulics Laboratory (ERDC-CHL) in Vicksburg, MS has a requirement for the contractor shall provide wind fields (and where identified pressure and mean monthly ice concentration fields) for Hawaii, the Marshall Islands, the Atlantic, the Gulf of Mexico, the Pacific and Western Alaska at pre-defined domains, grid and time resolutions for the period 1 Jan 2023 through 1 Jan 2024. ERDC-CHL intends to award a purchase order on a sole source basis to Oceanweather, Inc., 350 Bedford Street, Sanford, CT 06901-172, in accordance with FAR 13.501(a)(2)(i).

Market research indicates that Oceanweather, Inc is the only source for this requirement because Oceanweather has developed in-house tools (eg. Winds Workstation) that are capable of nearly duplicating hand kimatic analysis procedures and results. There are no other groups (government, academia, or private consulting firms) possessing these characteristics and capabilities.

The government has determined that the circumstances of this requirement deem that Oceanweather is the only source reasonably available to provide this information. Diverging from previously used methods would contaminate the resulting WIS products (wind, pressure, ice and 2D spectra fields) and compromise the value of the larger database of wave information. Oceanweather, Inc. is the only source available to deliver data which would be consistent and interoperable with the current dataset.

Due to these reasons Oceanweather, Inc. is the sole source for this procurement. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.

All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy. Please provide responses to this notice no later than 12:00PM, CST, Friday, 29 December 2023, to:
