Sole Source Notice of Intent for Maui High Performance Computing Center Operations

The High Performance Computing Modernization Program (HPCMP), has a requirement for operations of the Maui High Performance Computing Center (MHPCC). The HPCMP intends to issue an award to the University of Hawaii on a sole source basis. The Applied Research Laboratory at the University of Hawaii is a multi-disciplined, defense-oriented scientific and technical research and development institution. The DoD permits the use of other than full and open competition under the authority of 10 U.S.C.

3204(a)(3) as implemented by FAR 6.302-3(a)(2)(ii) to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The NAICS code for this requirement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences Except Nanotechnology and Biotechnology) with a small business size standard of 1,000 employees.

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 15 days from the posted date of this notice.
