Portable Photosynthesis System with Fluorometer

The Environmental Laboratory has a need for a portable photosynthesis system with fluorometer. The ERDC intends to issue an award to Li-Cor, Inc, 4647 Superior ST Lincoln, Nebraska 68504-1357, on a sole source basis in accordance with FAR Part 13. This equipment will support ongoing research that requires an instrument that will produce the same quality of data as the current data being produced. The Environmental Laboratory is currently utilizing a Li-Cor portable photosynthesis system with fluorometer.

This instrument simultaneously measures photosynthetic gas exchange and Chlorophyll A fluorescence over the same area in plants and aquatic samples. This is required to cut down on man hours in the field by combining two field collection data points into one collection. This is also required to reduce any source of error by ensuring the samples are collected at the same point in time.

If another unit were to be purchased the current data collection will become irrelevant and will cause a delay in project deliverables. Li-Cor, Inc. is the only vendor that can meet the current needs. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334516 with a size standard of 1000 employees. This notice of intent is for information purposes only. This is not a request for competitive quotes or proposals.

A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
