The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue an award to Innovasea Marine Systems Canada, Inc. (Innovasea), 20 Angus Morton Drive, Bedford, Nova Scotia B4B 0L9, Canada, on a sole source basis utilizing Simplified Acquisition Procedures as outlined in FAR Part 13. The requirement to purchase tags and receivers to monitor sturgeon movements during USACE dredging activities.

The items will enable the ERDC to collect data around active dredges in order to provide USACE leadership with information that will allow them to push back on new and possibly reduce current dredging restrictions. The tags/sensors and receivers do not have to be shipped togethers. The tags/sensors have a shorter manufacturing lead time and can be shipped before the receivers. Innovasea is the only licensed dealer and the only brand that is acceptable for this field equipment. This requirements is below:

This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.

The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
