This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 – Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, dated 7 August 2025. This solicitation is issued as an UNRESTRICTED request for quotation (RFQ). All interested vendors are encouraged to submit a quote. The assigned NAICS code is 513210, Software Developers. The size standard for this NAICS code is $47,000,000. The Product Service Code is DA10 IT and Telecom – Business Application/Application Development Software as a Service.
Description: USACE requires the purchase of Rehabilitation Act Section 508 compliance training subscriptions for Level Access software. Current 508 compliance efforts rely heavily on manual processes, consuming significant staff time and resources. This leads to inconsistencies, potential compliance failures, and delays in content delivery. A dedicated software solution will streamline the process, enhance accuracy, improve training, and reduce overall costs. The resultant award will have a Period of Performance of one year, starting on the date of award.
Contract Line Items: This requirement and associated contract line-item numbers (CLINs) is provided in the attached Statement of Work (SOW). Basis for award: The Government will award a contract resulting from this combined synopsis solicitation on the basis of the lowest price offer whose quote meets the technical requirements as listed in the performance work statement, along with a price that is fair and reasonable.
Offerors must submit the following documents for this solicitation: Offer using CLIN structure in the attached SOW; A technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.
This may include product literature, or other documents, if necessary; Past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Offerors are required to be actively registered in the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation in SAM.gov prior to submitting an offer.
Period and Place of Performance:
Period of Performance: One year. Performance or Delivery shall take place at: See SOW attached for details. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 3:00 pm ET on 29 September 2025. Offers shall be e-mailed to the Points of Contact (POCs) shown below by the closing date and time. It is the offeror’s responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic offer, the Government will acknowledge receipt of that offer via email to the offeror.
