This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, Synopsis of Proposed Contract Actions. A Solicitation will not be posted, however any firm who believes it can perform the required services may give written notice to the Contracting Officer within 15 days of publication of this Special Notice. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement.
Responses received will be evaluated; however a determination by the Government to compete the requirement based on the responses to this Special Notice is solely the discretion of the Government.
The US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) intends to award a sole source firm fixed-price contract to Resource Management Associates, Inc. The USACE Hydrologic Engineer Center (HEC)'s Flood Damage Reduction Analysis FDA is the primary tool used to support USACE flood risk management investment decisions and NFIP levee accreditation decisions by computing expected annual damage and project performance, among other metrics.
HEC-FDA Version 2.0 consists of a complete re-write of the codebase – the first major overhaul of the software in nearly a decade. The infancy of the new codebase means that critical feedback on both the computational engine and the user interface is expected after initial development is completed. Support for addressing the feedback on the user interface and addressing routine user interface maintenance issues will be required.
However, development demands and staff limitations exhaust the internal capacity to maintain the user interface, requiring HEC to contract for highly specialized services to assist in software devolvement or refinement of specific software applications.
