NOTICE OF INTENT TO AWARD O'REILLY MEDIA INC.

Notice of Intent For O’Reilly Media, Inc The US Army Corp of Engineers (USACE) intends to award O’Reilly Media, Inc. Also known as (“O’Reilly Online ” going forward). O’Reilly Online provides anytime, anywhere access to the most current and authoritative technology, design and business information from leading publishers around the globe.

O’Reilly is an on demand digital library that provides searchable, online access to the full content of thousands of books prepublication manuscripts, training videos, live training sessions and conference sessions from the world’s leading authors and publishers. O’Reilly provides instant access to materials for our customer base which includes HECSA, Headquarters, IWR, and the 249th Engineer battalion.

The service, O’Reilly Online Learning is a necessary content tool that the HQ/HECSA Library needs to support its customers. O’Reilly is an electronic collection of eBooks, tutorials, white papers, conference proceedings, and more that streams online 24/7. Subject matter includes information technology, desktop and web applications, engineering, software development business, personal development, and professional development.

Under this contract up to 227 users may set up personalized profiles in order to login and use O’Reilly resources and receive alerts. Users can enter a search query in the vendor's Web search form and will receive a list of results. HQ/HECSA Library staff will provide the vendor with list of authorized user accounts. USACE personnel extracting documents from this service will strictly observe copyright protections.

All interaction between vendor and USACE personnel is accomplished via Web, telephone, email or other virtual communication methods. There is no need for vendor personnel to visit a USACE office unless it is to perform occasional user training or customer assistance visits. HQ/HECSA Library staff and its customers use this resource to learn new technology, perform research, and keep abreast of technical and engineering developments. This tool supports the mission of USACE. .

Supporting This requirements performance will be 15 May 2024 to 14 May 2025 for the base year and (3) option years will be included in this purchase order. Unless and until another source is identified, no competition is sought. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation. However, any firm that believes it can compete this requirement may give written notice to the Contracting Officer within Fifteen (15) days of publication of this announcement evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated: however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to O’Reilly Media Inc. (aka O’Reilly ) for its services.
