Notice of Intent to Sole Source - Diesel Fuel Delivered Midstream at Buffalo IA

The U.S. Army Corps of Engineers - St. Paul District requires 20,000 - 25,000 gallons of #2 Diesel, dyed for off-road use, delivered to the Dredge Goetz fuel barge 9511 mid-stream at Upper Mississippi River Mile (UMRM) 472, near Buffalo, IA. Delivery shall take place between November 2 and November 5, 2025. The Government intends to award contract W912ES26PA009 to Custom Fuel Services Inc, 4400 Harding Pike, Nashville TN 37205-2204. This contract will be awarded on a sole source basis.

The Government's market research has shown that Custom fuel Services Inc (CFS) is the only firm with the capability of delivering the required amount of fuel by mid-stream transfer at this location. If an entity other than CFS is able to supply #2 Diesel for Off-Road Use via mid-stream delivery at UMRM 472 in the required time period, they are requested to contact Contract Specialist John Riederer before 3:00 PM (CDT) on 31 October 2025.
