Award Notice for Replacement Subassemblies for Lock Tow Haulage Systems

This is an AWARD NOTICE. This is NOT a Request for Quotes (RFQ), Invitation for Bids (IFB), or Request for Proposals (RFP). Contract W912ES26CA021 was awarded to TSE International Inc on 17 September 2026 in the amount of $997,028. The contract is for supplying three (3) of each modular subassembly for the tow haulage systems used by the U.S. Army Corps of Engineers - St. Paul District at ten locks on the Upper Mississippi River. The subassemblies are:

Hydraulic Tow Winch - GP120-1-60EH, Hydraulic Power Unit (HPU) - HPU-1x60EM, and Tow Haul Winch Control System - two control stations and HPU Starter Panel. The subassemblies are being manufactured by Timberland Equipment Ltd, a Canadian firm, in their Woodstock, Ontario facitlity. The equipment will be delivered within 32 weeks of contract award to the Lock and Dam 5A Warehouse in Fountain City, WI.

Notice of Intent to Limit Competition was posted to SAM as Special Notice W912ES26QA087 on 27 July 2026. No responses were received disputing the assertion that TSE International Inc was the only domestic small business able to supply the required modular subassemblies. The contract was solicited and awarded on a sole source basis in accordance with RFO 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, under the authority of 10 U.S.C. 3204(a)(1). This notice and justification are posted in accordance with RFO 6.303-1 Requirements.
