NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract, set forth in Federal Acquisition Regulation 13.106-l(b)(l)), Soliciting from a single source. The U. S. Army Corps of Engineers, St. Paul District intends to solicit and award a sole source purchase order for Pneumatically Actuated Inflatable Air Bladders to Obermeyer Hydro Accessories, INC., PO Box 668, Ft Collins, Colorado 80522-0688.

The anticipated completion date will be 12 -14 weeks after contract award. To assist the U.S. Army Corps of Engineers, St. Paul District with its flood control efforts, rubber bladders are used to divert river water. The water level control systems can result in sudden and significant changes in water levels and flow rates, both upstream and downstream. This presents a risk to anyone using the lake or downstream water channels for recreation or other activities when spillway flow is adjusted.

If the Obermeyer structure is damaged and non-operational, it may fail to divert river flow, potentially leading to serious issues both upstream and downstream. This notice of intent is NOT a request for proposals or quotations.

All responsible sources that could provide comparable services may submit a capability statement that will be considered, by email to Theodore R. Hecht Jr, Contract Specialist, at theodore.r.hecht@usace.army.mil, by 2:00 pm central standard time, December 4th, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
