This is a Sources Sought notice for market research purposes only. The U. S. Army Corps of Engineers (USACE), Transatlantic Division, Middle East District is seeking to gather information from potential sources that may be capable of fulfilling the requirements outlined in this notice. No contract will be awarded as a result of this notice. The purpose of this market research is to determine the availability of qualified and capable vendors for the potential future requirement related to vehicle lease.

This market research will assist the agency in determining the appropriate acquisition strategy. The intent of this acquisition is to award a Firm-Fixed-Price (FFP) Purchase Order to provide safe and operational vehicles for USACE employees (military and civilian) stationed Outside the Continental United States (OCONUS) at locations within the U.S. Central Command (CENTCOM) Qatar Area of Responsibility (AOR).

The Contractor-provided fleet of vehicles shall be in new or in like new condition (/ less than 20,000 kilometers) Model year 2025 or newer at the time of acceptance this vehicle model requirement.A mid-sized sports utility vehicle (SUV) with 4-wheel drive and seating capacity for five people inclusive of jump seats. The minimum acceptable engine displacement is 4.0 liters, each vehicle must at minimum have a minimum 18 US gallon fuel tank.

The Contractor shall meet the requirements of the local laws; and are covered by a comprehensive insurance plan.

The Contractor-provided SUVs shall have the following salient characteristics: Minimum six-cylinder engine Off-road steel belted radial tires Fully automatic transmission Heavy duty factory installed heating/cooling system Driver and passenger side view mirrors Seat belts Front driver and passenger air bags minimum Fire extinguisher Safety glass on all windows (Safety glass refers to the standard laminated glass safety features) Red Cross approved first aid kit Warning triangle Jumper cables Inflated standard spare tire 4-wheel anti-lock brakes Cruise control Backup Camera The projected award date for this contract is June 2025, and the anticipated period of performance is one year from the award date.

This notice is intended to gather information about the capabilities of potential vendors and assess the overall marketplace for the planned requirement. This Sources Sought notice is for market research purposes only. This notice does not constitute an invitation for bids, a request for proposals (RFP), or a solicitation for offers, and no contract will be awarded as a result of this notice.

The information received may be used to help the agency determine the appropriate acquisition strategy for future procurement(s). Participation in this market research is voluntary, and no reimbursement will be made for any costs associated with responding to this notice.
