JSTOR Journal Subscription Renewal - Intent to Sole Source

The US Army Corps of Engineers (USACE) Rock Island District, has a requirement for the purchase of online access to JSTOR Arts & Sciences collections I, II, VI, VII, IX and XIV and also the Biological Sciences collection. The Government is planning to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C.

2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold and when there is a case of exclusive licensing agreements. The resultant contract will be a firm fixed price purchase order. The NAICS code for this procurement is 513120 with a size standard not to exceed 1000 Employees.

This notice is NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the point of contact listed below by December 11, 2024, no later than 2:00PM CT.

The government’s decision whether to not to compete this proposed contract based on responses received per this notice is falls solely under the contracting officer’s discretion. Any capability statements received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions should be submitted to Jocelyn W.
