Intent to Sole Source: The U.S. Army Corps of Engineers, Rock Island District, intends to procure hydrologic instruments and equipment, ancillary parts, as well as the maintenance, calibration, and repair of this equipment on a sole source basis in accordance with 41 U.S.C. §1901, as implemented by FAR Subpart 13.5, and FAR 13.106-1(b)(2). This potential sole source requirement with: YSI INCORPORATED, 26717 Network Place Chicago, Illinois 60673-1267 UEI:

JFK3TC7BNFM7 CAGE: 0WMC9. All equipment and instruments that would be procured for this potential Indefinite Delivery, Indefinite Quantity (IDIQ) contract are commercial items and the resulting contract would be awarded as firm-fixed-priced. Award is anticipated in September of 2024 and the estimated dollar value is $725,000.00. The proposed contract would include a base and 4 option years. Capacity of the contract may be shared with St. Paul and St. Louis District Corps of Engineers.

REQUIREMENT DESCRIPTION: Instrumentation and equipment include water quality monitoring sondes and probes; river and stream velocity measurement instrumentation, and stream gaging equipment. Services include needed maintenance and repairs as well as calibration to meet Army Test, Measurement, and Diagnostic Equipment (TMDE) regulations as required by AR 750-43.

The NAICS code for this procurement is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of not to exceed 750 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement.

Supporting evidence shall be in sufficient detail that demonstrates the ability to comply with the requirements listed and must be furnished to the point of contact listed below. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed. In order to receive a government award, a firm must be registered in the System for Award Management (SAM) (https://sam.gov/). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
