Intent to Sole Source - Liebherr and Grove Annual Crane Inspections

The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Purchases not exceeding the simplified acquisition threshold and Only One reasonable available. The US Army Corps of Engineers, Rock Island District, intends to enter a fixed-price contract with American State Equipment CO, Inc of Milwaukee, WI for three annual crane inspections and the option to perform repairs as needed: Crane 1. Liebherr 1280 (300 Ton) Series Crane Crane 2. Liebherr 885 (150 Ton) Series Crane Crane 3. Liebherr 885 (150 Ton)

Series Crane Crane 4: Grove Model RT875E (75 Ton) Crane The contractor shall follow and stay abreast of all services rendered to the following standards as applicable, and the most stringent shall apply: ANSI B.30.5/B.30.22 OSHA 1926.1400, 1926.601 Manufacturers Standards EM 385-1-1, 2014 Version, Section 16 – Load Handling Equipment (LHE) https://www.usace.army.mil/Safety-and-Occupational-Health/EM-385-1-1-2008-Being-Revised/ The NAICS code for this procurement is 811310 with a size standard of $12,500,000.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed and must be furnished to the point of contact listed below by April 4th, 2024 at 3:00PM CT.

A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
