Updated: The NESP Switchboat Tow Services Sources Sought response date has been extended from 07 May 2024 by 2PM Central Time to 30 May 2024 by 2PM Central Time. The U.S. Army Corps of Engineers (USACE) - Rock Island District is soliciting Capability and/or Product Statements from all qualified and interested firms to gain knowledge of potential qualified sources.

The requirement as part of the USACE Navigation and Ecosystem Sustainability Program (NESP), the Rock Island District seeks to lease up to two (2) 2400 HP towboats with operating personnel. The boat will be used on the Mississippi River from Lock 20, Canton, MO, (Mile 345) to Lock 25, Winfield, MO, (Mile 240). Towboats will assist with all phases of lockage to increase lock performance (e.g. approach, securing the first cut, and haulage remake).

The towboat will also assist with ice management and other operations as needed for the Rock Island and St. Louse Districts as directed by the Contracting Officer or authorized representative. The Government seeks contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability and/or Product Statements consisting of appropriate technical information, documentation, literature, brochures, and past performance references.

Contractors must include references and a capability statement for at least two (2) completed or current contracts or agreements, for which your firm was the prime contractor/vendor (or a major subcontractor) within the last three (3) years of work similar in size, scope, and complexity.

In addition in your response, please submit the following information: - Contact Name(s) - Addressee(s) - Phone Number(s) - Email Addressee(s) - Contract Number(s) - Description of Services Provided - Contract Type (i.e., fixed price or cost) - Dollar Value - Business Size - If Small Business, Identify Type of Small Business (i.e., 8(a), HUBZone, Service-Disables Veteran-Owned, Woman Owned, etc.) The Capabilities and/or Product Statements for this Sources Sought is not expected to be a proposal but, rather short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified.

Submission of a Capabilities and/or Product Statements is not a prerequisite to any potential future offerings but, participation will assist the Government in tailoring requirements to be consistent with industry capabilities.

Please Note: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.

Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. Electronic submissions via email will be accepted. No hard copy or facsimile submissions will be accepted.

Responses to this Sources Sought shall be emailed to carrie.l.holub@usace.army.mil with the title "NESP Switchboat Tow Services". Responses must be received no later than Thursday 30 May 2024 by 2PM Central Time.
