This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The U.S. Army Corps of Engineers, Walla Walla District intends to solicit a firm-fixed price service contract for Dworshak Wildland Fire Protection Services. This contract is for Wildland Fire Protection for approximately 30,000 acres of land surrounding Dworshak Reservoir.

Services include fire suppression activities as well as prevention, detection, initial attack, and prescribed burning support activities required to ensure early suppression action of any fires started on U.S. Army Corps of Engineers land and to prevent spread to lands under other ownership. The statutory authority for this acquisition is 10 United States Code 3204(a)(5) as implemented in FAR 6.302-5.

The government intends to solicit this action in May 2024. The NAICS code is 115310 – Support Activities for Forestry. THIS NOTICE IS NOT A SOLICITATION. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date.

Interested concerns must possess legal authorization to access all adjacent landowner property around the reservoir either through easements or other legal instruments. Adjacent landowners include other federal agencies, the State of Idaho, Potlatch Corporation, and other private landowners. Written responses to this special notice that do not contain evidence that they possess such legal authorization will not be considered.

If no affirmative written responses are received by 10:00 AM Local Time on the notice end date, a solicitation will be made without further notice. Oral communications are not acceptable in response to this notice. Electronic responses and question shall be submitted via email to preston.e.jones@usace.army.mil. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
