Contract action was not awarded competitively and was not fixed-price. Proprietary technical expertise, as well as legal and territorial restrictions limit award of this procurement to anyone other than the recommended source. Outside commercial contractors may have the general professional skills this procurement requires; however, they do not have the expertise, knowledge base, and/or access to the confidential information, repositories, and tribal lands.

Thus, the Project has recommended a direct award to the suggested source to aid in making certain that the requirement can be completely satisfied in a timely and efficient manner. Procuring support directly from CSKT results in greater efficiency, and it also maximizes the outcome potential by awarding to the most capable and legally sanctioned entity making this the most advantageous course of action to satisfy the Government's current need.
