NOTICE OF INTENT TO SOLE SOURCE(R. S. Means Company LLC)

This notice is being published in accordance with the Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract.

The statutory authority for this sole- source procurement is 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.106(b)(1)(i), For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).The United States Army Corp of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a firm-fixed-price sole source contract to R. S. Means Company LLC, under the parent corporation The Gordian Group for 20 concurrent user licenses of the CostWorks software and Full Library (CD Version).

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination to compete this proposed acquisition based upon responses to this notice is solely at the discretion of the Government.
