PRE-SOLICITATION NOTICE SOLICITATION: W912DR25QA005 Grounds Maintenance Service Washington Aqueduct Division (WAD) in Washington, D.C. This proposed procurement is for services; NAICS 561730 – Landscaping Services, which has a small business size standard of 9,500,000.00.

Set Aside: Economically Disadvantaged Women-Owned Small Business (EDWOSB). The U.S. Army Corps of Engineers (USACE) Baltimore District is considering a services contract to provide Grounds Maintenance Services for Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft Performance Work Statement (PWS).

The Washington Aqueduct Division (WAD) maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia, Northern Virginia and the Federal Government are served with safe and reliable drinking water. The Washington Aqueduct collects, purifies, and pumps an adequate supply of potable water for the District of Columbia, Arlington County, and the City of Falls Church, VA.

The Contractor shall provide all labor, supervision, tools, materials, equipment, and management necessary to perform ground maintenance as described herein, at the Washington Aqueduct and satellite installations (approximately 129 acres), in accordance with all terms, conditions, general and special contract requirements, specifications, drawings, attachments, exhibits, etc., contained herein or incorporated by reference.

The estimated quantities listed on the price schedule are a maximum under ideal growing conditions. Actual quantities may be less if drought, flooding, or construction periods are encountered. Unusual conditions will be determined by the Contracting Officer’s Representative at the Washington Aqueduct and conveyed to the Contractor. The billing shall reflect the quantity of services actually provided. Additional information in accordance with the performance work statement will be included in the solicitation.

This solicitation will be available on or about 25 April 2025. The solicitation will be provided in an electronic format, free of charge on Procurement Integrated Enterprise Environment (PIEE) at www.piee.eb.mil and at www.SAM.gov.
