Notice of Intent to Sole Source for Software Upgrades and Support for the Gold Support Plan Services, Sample Master Pro Laboratory Information Management System (LIMS) Software

Notice of Intent to Sole Source – The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 13.501(a) with the Accelerated Technology Laboratories (ATL), located at 496 Holly Grove School Rd, West End, NC 27376 for the purchase of software upgrades and support for the Gold Support Plan Services, Sample Master Pro Laboratory Information Management System (LIMS) Software.

This software is currently in use at the Washington Aqueduct in Washington D.C. ATL, who is the developer of the LIMS software, holds the only licensing for the product and by extension all updates and support. The aforementioned software will be solicited to only one source: Accelerated Technology Laboratories. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. All responsible sources may submit a capability statement, which shall be considered by the agency.

Capability statement must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
