In accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 (FY17) (Public Law 114-328) as implemented by Defense Acquisition Regulation Supplement (DFARS) 206.302-1(c)(2), the justification and approval (J&A) addressed in Federal Acquisition Regulation (FAR) 6.303 is required to use brand name or equal descriptions for the exterior metal wall panel identified as Sherwin-Williams Coil Coating System Fluropon, color “Dove Tail,” by Centria Nucor Company in the firm-fixed price construction contract for the F-35 3-Bay Hangar, Ebbing Air National Guard Base, Fort Smith, AR.

Manufacturer and product names are identified solely to provide a basis for the color of the respective finishes. Establishing the exterior metal panel color will provide base and campus wide consistency. All responsible sources may submit a capability statement which shall be considered by the agency.
