This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. The solicitation number is PANAPG-26-P-0000 033612 and this solicitation is issued as a Request for Quotation (RFQ).

U.S. Army Communications-Electronics Command (CECOM), Army Software & Innovation Center (ASIC) requests a quote (RFQ) for a Firm Fixed Price Contract for the brand-name Commercial-Off-the-Shelf ENVI® software subscription renewals and proprietary maintenance. This requirement will consist of one base period with four twelve-month option periods. One (1) twelve (12) months base period with four (4) twelve (12) months option periods.

This is a sole source solicitation issued in accordance with FAR 13.106?1(b)(1)(i) and FAR 6.302?1, as implemented by DFARS 206.302?1. The Government intends to solicit and negotiate with ENVI OEM NV5GSI, as the only responsible source capable of meeting the agency’s requirements. The Government requires the procurement of ENVI OEM software licenses, integration rights, and associated maintenance/support services.

ENVI OEM is a proprietary geospatial image?processing platform, and the required OEM?level licensing, APIs, and redistribution rights are exclusively provided by ENVI OEM and are not available through resellers or third?party vendors. This RFQ is not a request for competitive proposals. No other sources will be considered.
