The on or about date for the solicitation to be issued has been extended to 7 April 2025. The site visit dates have also been extended to 13 May 2025 and 15 May 2025

THIS IS NOT A FORMAL SOLICITATION. This announcement constitutes a PRE-SOLICITATION notice in accordance with FAR Subpart 5.2. On or about 13 Feb 2025, the Government intends to issue a solicitation for “GSU Transformer Supply, Oahe Dam, SD & Ft Peck Dam, MT”. The solicitation will close on or about 12 Jun 2025. The solicitation is Unrestricted and Open to Both Large and Small Business Participation.

Site Visit: A Site Visit will be scheduled and additional information regarding the site visit will be provided in the solicitation. The site visit is tentatively scheduled for 13 May 2025 at Fort Peck Dam, MT and 15 May 2025 at Oahe Dam, SD.

Project Description: Ft Peck Supply of the generator step-up (GSU) transformers 4 and 5 located in switchyard #2 at the Fort Peck Dam. The final supply contract for the Fort Peck transformers will include:

Design and manufacturing of two new GSU transformers. Design and manufacturing of ancillary and control components. Performance of Factory Acceptance Testing (FAT). Delivery to the Fort Peck power plant, offloading at the transformer temporary storage and staging location, transformer reassembly, oil processing and filling, and movement to final operating location as the location is made available by the separate installation contractor.

Final acceptance testing and commissioning of transformer after interconnection to the power plant is performed by the separate installation contractor. Oahe Supply of all GSU transformers located at Oahe Dam. The supply contract for the Oahe transformers will include:

Design and manufacturing of 10 new GSU transformers. Design and manufacturing of ancillary and control components. Performance of Factory Acceptance Testing (FAT). Delivery to the Oahe Dam power plant, offloading at the transformer temporary storage and staging location, transformer reassembly, oil processing and filling, and movement to final operating location as the location is made available by the separate installation contractor. Final acceptance testing and commissioning of transformer after interconnection to the power plant is performed by the separate installation contractor.

NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 335311 - Power, Distribution, and Specialty Transformer Manufacturing, with a size standard for Small Business of 800 Employees. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors must ensure that the applicable NAICS listed above is included in their profile prior to submission of offer.
