Regional CounterDrug Database to include Hosting and Maintenance

This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W9127Q-25-R-A007, is being issued as a Request for Proposals (RFP).

This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2025-03, Effective 17 January 2025, and the Defense Federal Acquisition Regulations (DFARS) updated 20250117, Effective 17 January 2025. The North American Industrial Classification System Code is 541511 with a standard size of $34M. The Government contemplates an award of a Firm Fixed Price contract for one (1) base year and four (4) twelve month options resulting from this solicitation.

The United States Property and Fiscal Office for Mississippi-Contracting Office, Jackson, MS intends to issue a purchase order for the following requirements: REQUIREMENT- CLIN 0001 - BASE- 12 MONTHS- HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE - 15 June 2025 to 14 June 2026 CLIN 0002 - OPTION 1 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE - 15 June 2026 to 14 June 2027 CLIN 0003 - OPTION 2 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE- 15 June 2027 to 14 June 2028 CLIN 0004 - OPTION 3 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE- 15 June 2028 to 14 June 2029. CLIN 0005 - OPTION 4 - 12 MONTHS - HOST, SUPPORT, AND MAINTAIN CUSTOM DATABASE.- 15 June 2029 to 14 June 2030 The Government will award a contract resulting from this RFP/solicitation to the responsible offeror whose offer conforming to the RFP/solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1)Technical: Technical proposal evaluation will consider such things as compliance with Performance Work Statement (PWS) requirements, technical excellence, management capability, personnel qualifications, and prior experience. 2) Price 3) Past Performance: Past Performance will be evaluated how the organization has performed on similar efforts in size and scope in the past.

The Government will award a Firm Fixed Price Contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical when combined, with price are equal in importance. Multiple awards will not be made.. Proposals shall inculde your entitiy's Cage Code, TIN, UEI number on the submittal quote/proposal.

Additionally, iprovide POC information on the quote/proposal to include email address and telephone number. Proposals are due no later than 2:00 P.M. Contractor is responsible for ensuring proposals are received by the USPFO for Mississippi by the stated due date and time.
