Dredge Essayons Tailshaft Procurement

THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISTION REGULATION (FAR) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Propulsion Systems, Inc., to procure two (2) new tailshafts for Dredge Essayons. Dredge Essayons’ home port is in Portland Oregon. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source.

The Dredge Essayons is a U.S. flagged vessel owned by the federal government. The vessel is currently fully inspected under the authority of the U. S. Coast Guard. Requirements for maintaining certificates authorizing the operation of this vessel in U. S. territorial waters.

The scope of work is to provide two (2) new tailshafts per Propulsion Systems Inc. Drawing 22164. This procurement is also to provide two (2) outer oil tubes per Propulsion Systems Inc. Drawing 22949-D and two (2) inner oil tubes per Propulsion Systems Inc. Drawing 22950-D. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 336611. The size standard is 1,300 employees for the NAICS code defined by the U.S. Small Business Administration.
