BONNEVILLE POWERHOUSE 1 MAIN UNIT BREAKER REPLACEMENT

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE for the purpose to supply new switchgear assemblies and replace existing 80 + year old main unit oil circuit breakers at Powerhouse 1 at Bonneville Lock and Dam.

The scope of the project is the manufacturing of custom 15 kV switchgear to fit within the allowable space that currently exists at Bonneville Powerhouse 1 on Elevation 65. The project will include supplying ten (10) Main Unit Breaker Switchgear Assemblies The design of a switchgear assembly prototype and testing under a previous contract W9127N-15-C-0002 by EATON, CORP. Eaton Corporation is the designer of record (DOR) for main unit switchgear assemblies as part of the Bonneville MUB project, developing the design for that project under contract W9127N-15-C-0002.

USACE attempted to obtain competition through Solicitation W927N23R0010, which resulted in a proposal that was technically deficient due to substituting aluminum in place of copper. As a result, it has been determined this is a sole source requirement for EATON CORP. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and DFARS 206.302-1, only one responsible source and no other type of services will satisfy agency requirements.

This contract will be a Sole Source acquisition under North American Industry Classification System (NAICS) code for this acquisition is 335313. The small business size standard is 1,250. The proposed source is EATON CORPORATION, 8609 SIX FORKS RD RALEIGH, NC 27615-2966 This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
