THIS IS A SOLE SOURCE SYNOPSIS in accordance with FAR 5.207(c)(15). In accordance with FAR 6.302-1 determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive Quotes. However, all interested parties may identify their interest and capability to respond to this requirement.

Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. ACC-RSA will not be responsible for any costs incurred by interested parties in responding to this notice. The Combat Capabilities Development Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama, has a sole source requirement for GENGS VBS4 software and associated licenses for Technology Development Directorate (TDD).

This is a Sole Source with Bohemia Interactive. in accordance with FAR 6.302-1). VBS4 and VBS Blue Image Generator (IG) products provide the best feature set needed for meeting the simulator requirements. Other scenario generation tools such as Modern Air Combat Environment (MACE), provided by Battlespace Simulation Inc. (BSI) are much more costly and do not come with an image generator that meet the project needs.

MetaVR's Virtual Reality Scene Generator image generator product provides a good IG capability but does not come with a sophisticated scenario generation tool like VBS4. Purchasing MACE for scenario generation and VRSG for the IG would more than double the cost versus using VBS4 and VBS Blue IG and result in a less capable final product. IAW FAR 5.207(c)(16)(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 7 days after date of publication of this synopsis. Phone calls will not be accepted.
