Notice of Intent to Award Sole Source: Cell Phone Service Guam

Mission Installation Contracting Command (MICC) Fort Knox, on behalf of United States Recruiting Command (USAREC), intends to award a contract to Docomo Pacific, Inc., 890 S Marine Corps Dr. Tamuning, Guam 96913-3458, on a single source basis. The period of performance is September 11, 2024, through September 10, 2025. The North American Industry Classification System (NAICS) code is 517112 entitled Wireless telecommunications carriers (except satellite), with a size standard in number of employees of 1,500.

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) – “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” This notice is published for informational purposes only and is not a request for competitive quotes. MICC Knox intends to award a sole-source, firm-fixed price, base and (4) 12-month option periods, contract to:

Docomo Pacific Inc., 890 S Marine Corps Dr. Tamuning, Guam 96913-3458, SAM Unique Entity ID: NENAMR865QN6, by August 2024. USAREC requires telecommunication services with local phone numbers consisting of cellular voice, data, text, international long distance, and devices. This requirement will ensure the mission of the Recruiting office is not interrupted. The contracting officer has determined this procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available.

The Government intends to use FAR Part 13 to purchase the above listed item. The Contracting Officer (KO) determines that the anticipated price is fair and reasonable based on market research. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If no affirmative written responses by email at joseph.r.lawrence3.civ@army.mil and robin.a.woodard3.civ@army.mil are received by 11:00 am Eastern (Fort Knox local time) on 15 July 2024, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Please note the Contractor needs to be 889 compliant as per FAR Clause 52.204-25.
