Fort Jackson Computer Aided Dispatch Database (CAD) Repair Services

NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR Subpart 13.106-1(b)(1)(i).

The MICC-Fort Jackson intends to award a Sole Source Contract to Hexagon US Federal, Inc., 301 Cochran Road, Huntsville, AL 35824. This contract is for CAD Server Repair and Maintenance for a base year and one option year.

The authority for soliciting a single source under simplified acquisition procedures is FAR Subpart 13.106-1(b)(1)(i) which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source.

As part of market research, a source sought notice was posted on https://sam.gov from 28 February 2024 through 6 March 2024 to determine the availability, and capability of interested small business sources. Only one responsible source was received, as all other sources failed to provide any supporting documents to show capability to meet this requirement.

Hexagon US Federal, Inc. is the only manufacturer and provider of these software products, and holds the exclusive rights to the licensing, implementation, support, modification and configuration of its solution. It is not available for general distribution or resale to third parties. In accordance with FAR Subpart 5.102, the required justification documentation is attached. No solicitation or RFQ will be forthcoming.
