TMSS - TRAINING MANAGEMENT SCHEDULING SYSTEM

NOTICE OF INTENT TO SOLE SOURCE Mission and Installation Contracting Command, Fort Eisenhower, GA intends to negotiate/award a sole-source contract with SERCO INC.,12930 Worldgate Drive, Suite 600, Herndon, Virginia 20170 United States for the following items: TMSS TRAINING MANAGEMENT SCHEDULING SYSTEM.

The NAICS code is 513210. TMSS is a web-based sole-source scheduling system developed by Serco INC. The TMSS contract is to provide the Cyber Center of Excellence (CCoE) with Help Desk (HD) support and patch updates for the upkeep of TMSS to manage institutional training resources, such as classrooms and instructors. The authority for this non-competitive award is 10 USC 2304(c)(1), Only one responsible Source.

The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by Wednesday,19 September 2024, the award will be made without further notice.

Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
