9 Mile Pump Station Purpose: Solicit Comments on Potential Use of PLAs for the 9 Mile Pump Station project located in St. Clair Shores, Michigan This notice is for the evaluation of Project Labor Agreements (PLAs) ONLY.
Description: The U.S. Corps of Engineers (USACE) Detroit District is conducting market research by soliciting comments from the construction community addressing the potential use of PLAs and to obtain data on the recent history of construction projects in the local labor market of the project under consideration for the 9 Mile Pump Station project.
Project Scope: USACE Detroit District anticipates a potential requirement to construct a stormwater pump station in the suburban city of St. Clair Shores, Michigan, which is located approximately 15 miles northeast of downtown Detroit, Michigan. The project site is located near the intersection of two paved, commercial roads and is underlain with multiple existing utilities. The pump station itself will have a designed pumping capacity of 600 cubic feet per second.
Work will include elements which are typical of a high-capacity pump station which includes, but is not limited to, establishment and maintenance of sedimentation and erosion control measures within and around the project work area, re-routing of existing storm, sanitary, electrical, water, natural gas, and communication utilities around the project work area, steel pile foundations, structural steel, connection to existing, active, high-capacity storm sewers upstream and downstream of the new pump station, wet wells with screening, gates, and ancillary equipment, construction of the single-story, high bay pumphouse building with brick exterior, screening area, pump room, electrical rooms, courtyard, office, and storage spaces, building systems including lighting, heating, air conditioning, restrooms, water, janitor?s closet, partial ceiling, roof, drainage, power, doors, windows, and ancillary features, connection of the new building to public utilities, process monitors and controls, backup power generators with associated fuel connections, power distribution cabling, switchgear, and controls, etc. The expected period of performance is 18+ months with anticipated solicitation in summer 2026.Range of Magnitude: Estimated magnitude of construction is between $25,000,000 and $50,000,000PLAs: A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. ?

FAR 36.104 and EO 14063, Use of Project Labor Agreements for Federal Construction Projects, issued 04 February 2022, provides that it shall be the policy of the Federal Government to use PLAs in connection with large-scale construction projects (defined as projects where the total estimated cost of the construction contract to the Federal Government is $35 million or more (using appropriated funds)) to promote economy and efficiency in Federal procurement, unless an exception applies.
