The purpose of this SSN is to gain knowledge of potential qualified sources, size classification, and socio-economic status relative to NAICS Code 561730, Landscaping Services. Responses to this SSN will be used by the Government to make appropriate acquisition decisions. After review of the responses to this SSN, a solicitation announcement may be published. Responses to this SSN are not considerate adequate responses for a solicitation announcement.

The U.S. Army Corps of Engineers, Pittsburgh District, has a need for a Commercial Services contract for vegetation removal services for Johnstown Local Flood Protection Project located in Johnstown, Cambria County, Pennsylvania. The project is situated along the Stonycreek, Little Conemaugh, and Conemaugh Rivers totaling 9.2 miles in length. The project includes concrete channel levees, ramps and foot access stairs along the slopes of and shoals along the riverbanks.

The project is composed of six (6) areas, which have recently been or will soon be cleared of brush, trees, and debris. The projected period of performance is five (5) years. It is anticipated that two (2) of the six (6) areas will be cleared each year. These areas will rotate so that each area is cleared every three (3) years. The intent is to remove brush, trees, and debris to maintain levees and shoals free of detritus that could otherwise eventually impeded the rivers free flow.

The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel and vehicles, except as otherwise provided in the Performance Work Statement (PWS), required to perform vegetation removal at the Johnstown Local Flood Protection Project. The NAICS Code is 561730, Landscaping Services, and the Small Business Size Standard is $9,500,000.00.

This procurement is contemplated to be a single award Indefinite Delivery/Indefinite Quanity (IDIQ) with a five (5) year period of performance Set-Aside 100% for Small Business.

Performance Location: Johnstown, Cambria County, Pennsylvania, along Stonycreek, Little Conemaugh, and Conemaugh Rivers.

Responses to this SSN are not a request to be added to a prospective quoters list or to receive a copy of the solicitation.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.
