Synopsis - AEON Digital Licenses and Data Hosting

This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement.

The Government intends to solicit and negotiate with: Atlas Systems, Inc. 5712 Cleveland Street, Suite 200 Virginia Beach, VA 23462 This requirement is for license subscriptions to access Atlas Systems, Inc. digital platform, its contents, and materials by The Jefferson Library at West Point, NY. The following items / services are required (Base Year + 3 Option Years):

None ITEM: AEON 2027 (Digital License Subscription) QTY: 1 each Period of Performance (POP): 02/15/27 thru 02/14/2028 (3rd Option Year) This is considered a sole source to Atlas Systems, Inc. which is based on market research and to the best of MICC West Point’s knowledge – the Atlas Systems, Inc. license subscriptions, digital platforms, and their contents are proprietary. The contents and materials are only accessible through Atlas Systems, Inc. database.

The vendor does not sell nor supply access to their platforms through third parties. Furthermore, the previous purchase history shows Atlas Systems, Inc. as the sole source for the past (8) eight years on Contract numbers W911SD16P0073 and W911SD21P0027. The NAICS Code Qualifier is 541511: Custom Computer Programming Services and the SBA Size Standard is $34 Million. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.

However, any interested party that believes can meet our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Atlas Systems, Inc. If you are an authorized partner / seller of Atlas Systems, Inc., you must provide written proof from Atlas Systems, Inc. stating you are authorized to supply / sell their license subscriptions as well as access to their digital platform, its contents, and materials on their behalf (* INFO WILL BE VERIFIED *).

All interested parties must provide the following data with their responses: 1. Company Name and Address 2. SAMs Unique Entity ID (UEI) 3. CAGE Code 4. TAX ID# (aka “EIN” or “TIN”) 5. NAICS Code (must be registered with NAICS 541511 to qualify) 6. Business Size (must specify “Large” or “Small”) 7. Company POC, Email, Phone# 8. Proof (no exceptions) - - a. Authorization letter from Atlas Systems, Inc. stating you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on their behalf.

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement. Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below. Telephone responses or requests will not be accepted.
