INTENT TO SOLE SOURCE - Avela Match Software

Synopsis: MICC-West Point intends to solicit and negotiate with only one source under the authority of RFO FAR 12.102(a) “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements.

The Government intends to solicit and negotiate with: AVELA, INC. 855 FOLSOM ST APT 940 San Francisco, California 94107-1188 United States This is a new requirement for a subscription for AVELA Match database for The Office of Economic and Analysis Manpower at the United States Military Academy. The NAICS Code is 513210 – Software Publishers with a size standard of $47.0 million dollars. This notice of intent is not a request for competitive proposals or quotes.

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
