4DSB Firefighter PPE Clothing

Amendment 1: To attach the Justification for Limititng Competition Brand-Name Memorandum. Fort Carson intends to award a Firm-Fixed-Price (FFP) supply contract to purchase twelve sets of brand-name firefighting Personal Protective Equipment (PPE) Clothing as detailed in the Salient characteristics.

This solicitation will close at 11:00 AM MDT on 19 September 2025. All questions must be emailed to duane.j.howell.civ@army.mil no later than 11:00 am MDT on 16 September 2025. This acquisition requires a brand-name purchase of firefighting Personal Protective Equipment (PPE) from Globe, Cairns, and PGI.

This approach directly supports compliance with NFPA standards and Army Regulation 420-5, replacing outdated or non-compliant gear, and is justified under FAR 16.505(a)(4) due to the unique features and capabilities of these brands essential for interoperability, system compatibility, operational readiness, and firefighter safety at Fort Carson. All offerors must have an active registration in the System for Award Management (SAM) at time of submission via https://www.sam.gov. Contractors will be held to strict Brand Name Requirements and must provide all necessary resource items as detailed in the salient characteristics.
