Special Notice- Intent to Sole Source a Maintenance Plan for a SOC-100 Hemispherical Directional Reflectometer

U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division in support of U.S. Army Combat Capabilities Development Command, Soldier Center (DEVCOM-SC) intends to award a Firm Fixed Price contract on a sole source basis to Surface Optics Corporation located at 11555 Rancho Bernardo Rd, San Diego, CA 92127-1441 under the authority of FAR 13.106-1(b)(1).

The requirement is for the purchase of the annual preventative maintenance, calibration, and on-site maintenance/repair of a lab instrument, SOC-100 Hemispherical Directional Reflectometer (SOC-100 HDR), at Natick Soldier Systems Center for a base year, and three option years. The SOC-100 HDR is manufactured by Surface Optics Corporation and it has been determined as the only viable contractor for this effort.

Other vendors have been considered, but Surface Optics Corporation directly provides maintenance, calibration, and support for these systems and does not license service representatives from other companies; no equivalent services that will meet the Government’s requirements are known. The sole source justification document for this action has been attached to this notice. It contains further information about the Government’s requirement and justification.

The North American Industry Classification System (NAICS) code for this requirement is 811210 - Electronic and Precision Equipment Repair and Maintenance and the size standard is $34,000,000.00 in gross revenue. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available.
