The Mission and Installation Contracting Command (MICC) requires a contractor to provide all personnel, labor, equipment, tools, materials, transportation, and technical expertise necessary to perform maintenance, calibration, inspections, and training services for two Government?owned Intoxilyzer 9000 Breath Alcohol Testing instruments located at Fort Hood, Texas.
All services shall be performed in accordance with Texas Breath Alcohol Testing Regulations (TBATR) requirements, Texas Forensic Science Commission standards, and Texas Department of Public Safety regulations. The requirement includes recurring preventive maintenance, monthly inspections, replacement of reference sample solutions, corrective maintenance, and timely response to equipment malfunctions.
The contractor shall conduct annual initial certification training for up to 20 personnel and annual renewal training for previously certified operators. The Government will provide the training facility. The contractor shall issue all required certificates, retain records for five years, and provide expert testimony when requested. The contractor shall maintain an operational readiness rate of at least 95 percent for all instruments.
The Government anticipates awarding a Firm?Fixed?Price (FFP) contract consisting of one 12?month base period and four 12?month option periods. Monthly invoicing shall be submitted through WAWF.
