Notice of Intent to Award Sole Source The Medical Readiness Contracting Office-Europe (MRCO-EUR) intends to award Sole-Source (Bridge) Contract to Sterling Medical Associates, Inc., under the authority of 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Unacceptable delays in fulfilling the agency’s requirements. [10 U.S.C. 3204(b)(B)] for US Army, US Air Force, and Defense Health Agency medical facilities within Germany, Italy, and the United Kingdom.
This Bridge Contract will fulfill the Army Direct Care Medical Services (ADCMS) requirements in providing physicians, nurses, and ancillary services personnel to fill critical support gaps. The applicable NAICS code for this requirement is 621111 –"Offices of Physicians (except Mental Health Specialists) ". The Small Business Size Standard is $16,000,000. This requirement is for Personal Services.
The proposed Bridge Contract Action is to ensure continuity of mission services given Protest of the Government’s Award – W9114F-23-D-0003 for the ADCMS requirement. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Note: Interested vendors shall respond to this notice on or before 13 March 2024, 1600hrs, Central European Time. The Medical Readiness Contracting Office-Europe intends to make a sole source award to Sterling Medical Associates, Inc, 411 Oak St, Cincinnati, OH 45219 USA. A redacted copy of the Justification document is forthcoming. Interested parties may email any concerns to Matthew R. Elden at matthew.r.elden.civ@health.mil no later than 13 March 2024, 1600hrs, Central European Time.
