On 13 September 2024, in accordance with 10 U.S. Code§ 4022, the Army Contracting Command Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator II (TReX II) for the Mission Information Distribution and Processing System (MIDAPS) Prototype Project. A Request for Solutions for this effort was issued to the TReX II consortium on 12 January 2024, which resulted in the submittal of 4 total responses.

As a result of the competition, the prototype project was awarded to Advanced Technology International, Inc. (ATI) as the managing prime to Laulima Systems LLC located in Charlottesville, VA. The purpose for the Mission Information Distribution and Processing System (MIDAPS) effort is to fill a capability gap. Currently test missions rely on numerous test resources that span multiple test ranges, requiring coordination weeks to months prior to execution.

Not only is the coordination of resources a burden prior to the test event, but also during the real time and posttest environment. Ultimately each mission environment is scheduled, operated, and managed separately by a corresponding test range or facility. Executing a test event that spans multiple ranges/facilities is technically challenging due to data formats, configuration, and operational differences, which leads to differences in real time and posttest capabilities and products. Additionally, the current test environment capabilities lack the agility necessary to test at an accelerated tempo.
