The Contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the inspection and overhaul of the following assets:

145H6600-20 ESTIMATED QUANTITY RANGE: Minimum 10 each – Maximum 132 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 22 each) The proposed contractual action will be a Five (5) year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) overhaul contract, with minimum / maximum quantities listed above. The maximum quantity includes a quantity for FMS.

Although technical data to include a Depot Maintenance Work Requirement (DMWR) 55-1650-395, Change #6, dated 31 January 1987 is available for this effort, it is restricted to approved sources only. The CH-47 Actuating Cylinder, Pivot is a Critical Safety Item (CSI) and must only be overhauled by approved sources. Authority cited is 10 U.S.C.

3204(a) (5) and FAR 6.302-5(a)(2)(i), “A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source.” Public Law No. 108-136, National Defense Authorization Act (NDAA), Section 802, Quality Control Procurement of Aviation Critical Safety Items and Related services, as implemented by Defense Federal Acquisition Regulation Supplement (DFARS) 209.270-3(a).

The only approved sources are AAR Allen Services, Inc. (CAGE 3Y015), Airtronics, LLC (CAGE 58078), and The Boeing Company (CAGE 77272). Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures at: http://www.avmc.army.mil/Directorates/SRD/SAR. Award of this requirement will not be withheld pending SARs.

All responsible sources may submit an offer which shall be considered by the Agency. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy.

The Government reserves the right to consider acquisition strategies as deemed appropriate. Requests for solicitation shall be by email to susan.m.bryan.civ@army.mil. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
