THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. Further, the U.S. Government will not accept unsolicited proposals in response to this RFI.
All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.
It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this request. The ACC-Redstone Contracting Division on behalf of the Project Manager Uncrewed Aircraft System (PM UAS) is issuing this RFI to determine current industry capabilities to support the Contested Logistics Cross-Functional Team’s (CFT) emerging requirements. This information will be used to inform future requirements and acquisition strategies.
The attached document contains the desired system level performance characteristics. If your organization has the potential capacity to address a materiel solution, please provide the following information:
1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization;
2) tailored capability statements addressing the characteristics as outlined in the attachment. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements;
3) Technology Readiness Level (TRL) of the stated capabilities;
4) Detail the platform concept to include Preflight, Emergency Procedures, Launch, Mission profiles, Cargo loading and unloading, Recovery/landing, system sustainment, Special tools required, and refueling.
5) Details outlined payload carry and delivery methods, to include internal load, external load, landing zone pick-up/delivery, sling load pick-up/delivery, and/or air drop capability 6) Feedback on cost and schedule to mature any capability that is not currently at TRL 6. Data items marked CUI may be transmitted through the DoD SAFE site at https://safe.apps.mil/. Requests for a SAFE site Drop-off can be made to the RFI POC by providing the name and email of the responding party.
The responding party must make note in their submission that they have provided certain items through the DoD SAFE site. Ensure any items submitted via the SAFE site are clearly marked with the company name and point of contact (POC) information.
Submission Instructions: Interested parties who consider themselves qualified are invited to respond to this RFI with a white paper describing responder's capabilities and potential hardware solution that meets the desired characteristics referenced in the attachment.
Responses are due no later than 1600 Central Time, 26 June 2024. All responses under this Request for Information must be emailed to Benjamin May, Contract Specialist at benjamin.r.may4.civ@army.mil and Laquita Mox Contract Specialist at laquita.l.mox.civ@army.mil . Responses must be in PDF, Microsoft Word and/or Excel Format and may not exceed twenty - 8.5 x 11-inch pages. Only unclassified responses will be accepted via un-encrypted email reply. Appropriate markings otherwise as to proprietary or CUI are the responsibility of the respondent.
