Contractor’s Facility DESCRIPTION: The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets:

0204-0004 ESTIMATED QUANTITY RANGE: Minimum 25 each – Maximum 390 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 65 each) The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum/maximum quantities listed above. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin.

This procurement will be solicited as a sole source requirement. The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 750 employees. Interested parties who have the capability to perform the above effort should respond to this notice and identify your business size and socio-economic status as applicable. All submissions must include full company names, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address.

The Hydraulic Accumulator is not a Critical Safety Item (CSI). No DMWR has been identified for this effort. Currently the only known sources due to proprietary rights for the overhaul for the Hydraulic Accumulator is Safran Electronics (CAGE Code 003T0). The Government intends to award a sole source contract under the statutory authority permitting other than full and open competition is 10 U.S.C.

3204(a)1), as implemented by paragraph 6.302-1(a)(2) of the Federal Acquisition Regulation (FAR) entitled, “Only one responsible source, and no other supplies or services will satisfy agency requirements.” All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above of the synopsis.
