The contractor shall furnish all services, facilities, labor, parts, materials, equipment, tools, and data necessary to accomplish the inspection and overhaul for the following assets:

145D5300-20 ESTIMATED QUANTITY RANGE: Minimum 10 each – Maximum 156 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 26 each) The applicable North American Industry Classification System (NAICS) code is 336413 and the size standard is 1,250 employees. The proposed contractual action will be a Five (5) year, Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), maintenance and overhaul contract, with minimum/maximum quantities listed above.

The maximum quantity includes a quantity for FMS. Although technical data to include a Depot Maintenance Work Requirement (DMWR) 55-1615-325 is available for this effort, it is restricted to approved sources only. The Transmission, Mechanical is a Critical Safety Item (CSI) and must only be overhauled by approved sources. The overhaul shall be accomplished in accordance with Government specifications.

This is a Limited Competitive requirement amongst the Original Equipment Manufacturer (OEM), The Boeing Company, (CAGE Code: 77272) and the following approved sources: Heligear Acquisition Co. DBA Northstar Aerospace (CAGE Code 22907) and Columbia Helicopters (CAGE Code 7W206). Product Verification Audit (PVA) is required.

Contractors are encouraged to seek Source Approval Request (SAR) in order to become an approved source by following the procedures outlined at the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/ Award of this requirement will not be withheld pending SARs. This announcement does not constitute an Invitation for Bid (IFB). An IFB will be issued at a later date for this requirement. Requests for solicitation will not receive a response.

No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. All responsible sources may submit an offer which shall be considered by the agency.

The closing date annotated is an estimated date dependent upon the date of the release of the solicitation; however; the solicitation will not open prior to the closing date stated on the synopsis. No telephone requests for the solicitation will be accepted.
