This call for White Paper (WP) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a CALL for WP and the C5ISR Center is currently conducting market research only. No award is anticipated as a result of this call for WP.
The Government will not reimburse costs incurred by respondents in response to this call for WP, or for participating in any information exchange regarding details of the call for WP. Any information submitted by respondents to this WP synopsis is voluntary. The Army does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment for any purpose.
Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g., SDVOSB, HUBZone, 8(a), WOSB, EDWOSB.).
Note: This is a call for Procurement Contract WPs only and will be governed by the “two-step” process described in General Information of Broad Agency Announcement (BAA) solicitation number W56KGU-23-R-RTID. Respondents that submit a proposal without first submitting a WP may not be eligible for award.
Responses The C5ISR Center requests the following information for each precision reference system: Company Information Company Name Company Address RFI Technical POC Name, Email Address, and Phone number RFI Business/Contract POC Name, Email Address, and Phone number CAGE Code Facility Clearance Level Joint Certification Program (JCP) DD Form 2345 C5ISR is seeking proposals for implementing CMOSS technology in legacy and emerging mission spaces in support of enabling the rapid integration of new capabilities into existing C5ISR systems while reducing lifecycle costs.
Note: Respondents must refer to the solicitation document entitled W56KGU-23-R-RTID, and it must be read in conjunction with this RFI for WP’s. All instructions set forth in the W56KGU-23-R-RTID solicitation document apply to this Call for WP. This document represents the detailed requirements for this data call. Submission Requirements This Call should not exceed ten (10) pages in length (single sided, single spaced, with 12-size font).
The ten (10)-page limitation does not include the Rough-Order-of-Magnitude (ROM) or the Cover Page. Refer to baseline BAA W56KGU-23-R-RTID for all other instructions on WP preparation, submission, and evaluation. WP’s are due no later than 15 February 2025, 5:00 pm EDT via email to the RTI BAA Mailbox.
RTI BAA Mailbox: usarmy.apg.devcom-c5isr.mbx.rti-baa@army.mil If the submission is classified, Offerors should contact the RTI BAA Management Team at the group mailbox for instructions on how to submit the WP, via appropriate methods/channels. The Government shall be informed, in writing, that a classified WP has been submitted, its title and to whom it was submitted to. Access to Additional Technical Details This call provides general public release requirements ONLY.
Additional technical detail is available in Attachment 01 to this White Paper Call, entitled Enhanced CMOSS Implementations. Attachment 01 is a controlled, containing Control Unclassified Information (CUI), therefore, is not available for general release.
