The purpose of this notice is to synopsize the Ammunition Supply Point and Theater Storage Area Kuwait (ASP/TSA 2.0) nine-month extension requirement in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command – Rock Island (ACC-RI) intends to issue a written letter Request for Proposal (RFP) to Leidos on 28 JUN 2024, on behalf of 1st Theater Sustainment Command (1TSC), for a sole source 9-month extension to existing ASP/TSA 2.0 contract W52P1J-18-C-0002.

This is pursuant to FAR 6.302-1(a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.

It is estimated that modification P00055 to contract W52P1J-18-C-0002 will be issued on 01 JUL 2024 with a period of performance (POP) of 01 SEP 2024 to 31 MAY 2025 inclusive of options. 1TSC requests contractor support to operate the ASP/TSA at Camp Arifjan, Kuwait.

Contractor is responsible for the issue, storage, and receipt of Class-V munitions (both training and war-reserve), munitions components, munitions packing and packaging material, and munitions-related material in support of all ammunition stocks accounted for by the 1TSC to U.S. Military/Government component, Department of Defense (DoD) agencies and, as required, Coalition Forces in the U.S. Central Command (CENTCOM) Area of Responsibility (AOR). Associated functions include:

supporting periodic munitions readiness inspections, stock accountability, stock control, warehousing, munitions and non-munitions material salvage/residue accountability, munitions reclamation, ASP/TSA munitions security, user turn-in (both training and war-reserve), and packaging and shipment. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
