The U.S. Army Corps of Engineers, Task Force Virgin Island and Puerto Rico (VIPR), intends to negotiate on a noncompetitive, task order, under the authority of FAR 6.302-1(a)(2) “Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements”, to Stanley-Stantec JV, to serve as the Designer of Record (DOR) support for the construction solicitation bidding phase and during construction phase. This service will be delivered to the Task Force VIPR, USACE.
The A-E contractor will provide construction solicitation bidding support and Engineering During Construction (EDC) Services for the Rio Puerto Nuevo Supplemental Contract 1 Project, including (contract 2C2): the Sewer Main Siphon, and the Upper Margarita Channel improvements (contract 2C3) in San Juan, Puerto Rico. The services for the construction solicitation bidding support include answering bidding inquiries, providing design amendments and conformed submittal.
The services for the EDC phase include; assisting the Government in evaluating / responding to Request for Information (RFI), review of shop drawings, and other construction submittals. The noncompetitive task order determination is based on Stanley-Stantec JV, being the DOR of RPN Supplemental Contract 1: Sewer Main Siphon (contract 2C2), and Upper Margarita Channel design work (contract 2C3) issued under contract W912EP-14-D-0001, Contract W912EP-19-D-0020, and Contract W912EP-19-D-0020.
Therefore, Stanley-Stantec JV is considered the best company that can deliver the desired expertise without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. The North American Industry Classification System (NAICS) for this requirement is, 541330 Engineering Services. The Small Business Administration (SBA) size standard for this sector is $25.5 Million. The proposed period of performance for this action is approximately 2008 calendar days.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competition. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. This notice of intent is not a request for quotations.
